Operating Systems
The Forest Department in consultation with AFD evolved operating manuals / systems for the smooth, efficient and effective implementation of the project. These are as below:

- Financial Management Manual
- JFMC and EDC Management Manual
- Monitoring and Evaluation Manual
The Project has provision for training, capacity building of users of above manuals for the personnel involved in policy making, execution, supervision and quality control of the project activities.
Milestones
- March 2009: Presentation of project proposal concept by Forest Department Assam during French Development Agency (AFD) and Department of External Aid(DEA) Govt. of India consultation meeting
- June 2009: State Govt. consent to visit of AFD Mission
- Oct. 2009: Concept Note redrafted jointly
- Dec. 2009: Concept note forwarded to Ministry of Environment and Forest (MoEF) by GoA
- Dec 2009-Jan.2010: Feasibility Study by AFD through the Team of Experts
- September 2010: AFD Appraisal Mission in Assam
- December 2010: Assam State Govt. consent to project proposal and project budget including loan component
- January 2011: Negotiation of the Credit Facility Agreement, Project Agreement
- June 2011: State Govt.’s consent to final draft of Credit Facility Agreement and Project Agreement
- Feb 2012: Credit Facility Agreement signed between DEA & AFD
- June 2012: PA signed between GoA & AFD
- June 2012: Registration of APFBC society
Research and Development
Project proposes to support research on the following topics concerning forest area in State of Assam
- Agro Forestry / forestry best management practices
- Increased livelihood vulnerability to climate change
- Synergies between economic development and carbon finance
- Emerging issues in timber certification
- Improving implementation of new policies and using them to ensure improved livelihoods
- Linking Forestry and agro forestry to other livelihood systems within forests at the forest edge and outside forests
- Economic Pressures on forest resources and vice versa
- Animal-human conflict both inside and outside forest
- Integrated management of invasive species
- Wildlife in Flood prone areas – challenges
- Legal Reforms

- Fuel wood – demand and supply along forest fringe and outside forest areas
